Capitol Hill is pushing back against the White House diesel opening to Moscow. Brian Fitzpatrick, a Pennsylvania Republican who helps lead the House Ukraine Caucus, says he will file legislation that would outlaw American purchases of Russian oil entirely. He is branding the measure after Ronald Reagan’s “peace through strength” slogan and wants colleagues forced into a public yes-or-no.

His chosen lever is a discharge petition: collect 218 names and the bill can reach the floor even if Speaker Mike Johnson never schedules it. Nebraska Republican Don Bacon, who is leaving Congress, has told reporters he will both sign and join as a co-sponsor. Fitzpatrick insists that once members must record a vote, the measure will clear easily.

What triggered the fight is Trump’s Friday decision to let Russia send diesel into US and world markets again — more than 300,000 tons in the first wave, then larger follow-on loads — after temporarily softening sanctions. The president sells it as cheaper fuel for truckers and farmers before November’s elections. Kyiv hears a cash lifeline for Putin’s war; Zelenskyy told Axios the bargain was neither fair nor honest.

Unease stretches across the Republican foreign-policy wing. Michael McCaul, who previously chaired Foreign Affairs, warned that unlocking Russian energy sales risks paying for more violence. Lisa Murkowski said Moscow should stay locked out of energy trade until the guns fall silent. Angus King, the Maine independent, called the volumes roughly equal to one day of American diesel demand and dismissed the package as empty politics that mainly helps the Kremlin.

Time is short. Recorded House votes are not expected again until after 3 November, and this Congress expires in January. Clearing the House would only be the first gate; senators would have to agree next, and Trump could still refuse to sign. Some Democrats are eyeing a separate 2022 law that already bans Russian oil unless the president certifies a Russian withdrawal from Ukraine, hoping its fast-track disapproval tools can freeze the diesel licence if Fitzpatrick’s petition stalls.
